Ah, so it does serve a purpose, which is to just be "there". I wonder how many municipal commissions have debated over that particular shape rather than just a plain cylinder. And whether there was an actual artist involved or just a design bureau. At least they did make an effort to fancy it up. Also of interest is the hole in the side, through which a steel rod can presumably be stuck in order to lift the thing off the ground. What would the dogs think of it, also a good question. I'm sure they will find it every bit as functional as the good old tree.
